“People are the most powerful renewable resource. When we invest in communities, organize around shared goals, and build step by step — the results belong to everyone.”
— First Capital Renewable Energy CDC
The B.O.N.D. Program
The Business Opportunity Network Distribution (B.O.N.D.) is the economic instrument that makes all 16 projects possible. Small business owners, the middle class, and the labor force participate together — purchasing locally, supporting community wealth projects, and triggering B.O.N.D. distributions that build the Sovereign Wealth Fund. President Hamilton used bonds to unify 13 colonies. President Lincoln used bonds to fund the Civil War. First Capital Renewable Energy CDC uses the same principle — We The People funding the future together.
Human Renewable Energy — the greatest untapped resource in America.

The greatest untapped resource in America is not oil, coal, or any extracted resource. It is the human energy of 97% of the population: the middle class and the labor force. For too long, wealth has been engineered for the top 3% while the majority works harder and falls further behind. First Capital Renewable Energy CDC was built to change that math.

Through the Group Economic Engineer model — in partnership with Support New American Patriotism & Politics Inc. (SNAPP Inc.) — we offer 16 wealth policy projects that the middle class, labor force, and small businesses can participate in to create income, reduce costs, and build a Sovereign Wealth Fund that belongs to the community.

Educate

Members learn the rules of the game — legal frameworks, B.O.N.D. structures, community group formation, and how to navigate the SEZ (Special Economic Zone) network.

Organize

Community groups are built and connected. Members access economic opportunities, business discovery, pre-services, and economic support through a verified step-by-step process.

Build Wealth

Fees and contributions flow into a structured fund leading every member to participation in the community Sovereign Wealth Fund. Every participant becomes an owner, not just a recipient.

501(c)(3) Nonprofit

First Capital Renewable Energy CDC is a registered 501(c)(3) Community Development Corporation. All programs operate under this nonprofit structure for the benefit of the community.

Three pillars power the economy.

Legal Service Projects

Attorney access, legal service frameworks, and rights-based support for community members who cannot afford representation.

Merchants Group Economic Engineer Projects

Local businesses and merchants participate in the B.O.N.D. program — driving purchases, generating distributions, and building the Sovereign Wealth Fund.

Support New American Patriotism & Politics Inc. Projects

SNAPP Inc. provides platform infrastructure, tutoring book distribution, consultant fee systems, and policy project support that connects every member to the program.

Middle Class / Labor Force — SNAPP INC Consultants & Group Economic Engineers
PORTES Sovereign Wealth Fund · Public Option Right to Economic Security · Donate in $5 increments
Open

Step 4 is where the Group Economic Engineer (GEE) program begins. Step 4 represents the Middle Class / Labor Force, SNAPP INC Consultants, and Group Economic Engineers. The destination is the PORTES Sovereign Wealth Fund — Public Option Right to Economic Security.

How the Step 4 donation and application process works:

  1. Donate to Step 1 (FCRECDC) in increments of $5.
  2. Step 1 sends Step 4 an application online.
  3. Step 4 fills out the application and sends it back to Step 1.
  4. Step 1 verifies the application and sends Step 4 a 48-digit ID.
  5. Step 1 receives a receipt and a $5 Non-Negotiable B.O.N.D.

Donated to Step 1 = $330 per year. Members receive a B.O.N.D. worth 16 individual $5 Non-Negotiable B.O.N.D.s.

What you leave Step 4 with

Knowledge of the legal and B.O.N.D. frameworks. Documented minutes for your community group. 48-digit ID on your application. Registration in the Public Option Right to Economic Security program. Your first Non-Negotiable B.O.N.D.

Merchant GEE Project IDState/County | City | SNAPP Acct# | Inc. Level | Year
SNAPP Inc. Project IDState/County | City | SNAPP Acct# | Inc. Level | Year

Each business donates and supports Step 1 (FCRECDC). Those donations are divided by 10, with each portion generating a $10 Non-Negotiable B.O.N.D. Step 6 reviews a donation from Step 4 and rounds it.

What you leave Step 5 with

A formed and structured community group. Defined roles. 8-digit IDs assigned to all business entities. A roster of committed members ready to advance to Step 6.

06
Fund Projects — Economic Discovery & B.O.N.D. Record Keeping
Donations flow to FCRECDC · Non-Negotiable B.O.N.D. issued at $5 increments · GEE records maintained
Open

Step 6 opens economic opportunity AND establishes the fund flow process. Step 4 passes Step 6 a donation to Step 1 (FCRECDC). Step 6 records it, issues Step 4 a receipt, and places a Non-Negotiable B.O.N.D. valued at $5 in $5 increments.

Step 6 keeps a record of each GEE ID and the amount of each transaction paid to Step 1 FCRECDC.

Business discovery means identifying what economic options are available to your group, what community assets you can leverage, what businesses and opportunities are accessible to organized community groups in your area, and how to position your group to access those resources.

What you leave Step 6 with

A clear picture of available economic opportunities. GEE transaction records documented. Non-Negotiable B.O.N.D. issued and on record. Full readiness to enter Step 7.

02
Levy Infrastructure
Flood and levy infrastructure protects community assets and lives through group economic engineering — protecting neighborhoods from preventable disasters.
03
Farmers and Ranchers Aid
Group purchasing and B.O.N.D. mechanisms remove seed and fertilizer costs, making the American farmer and rancher a power segment in the economy again.
04
Affordable Education / College (Alano)
Remove affordable education from the national debt. Group economics fund educational access at the community level — learning is a community investment.
05
Criminal Justice Support
Funds legal service access, supports rehabilitation over incarceration, and reduces recidivism by providing real economic alternatives.
06
Teachers / ESol School Tutoring
Students profit from being tutored, teachers profit from tutoring, consumers profit. Fund teacher pay increases through a structured community economic model.
07
Affordable Local Infrastructure
Community-owned infrastructure funded by community-owned wealth, built for the neighborhoods that need it most — roads, utilities, connectivity.
08
Drug Treatment
Funds drug treatment programs impacting all communities nationwide. Works hand in hand with probation programs and supports judicial decisions.
09
Affordable Housing
Community wealth fund resources support affordable housing access for program members, reducing the cost burden that blocks wealth-building.
10
Veteran Support
A dedicated wealth pathway for veterans — supplementing benefits, reducing financial stress, and ensuring those who served are supported participants.
11
Social Security
Creates a supplemental social security income stream through the Sovereign Wealth Fund so retirement does not mean poverty for the middle class.
12
PORTES Sovereign Wealth Fund
Public Option Right to Economic Security. The shared pool of community wealth that grows with every new member and every new session.
13
Legal Service
Everyone deserves access to legal counsel. Connects attorneys with community members who cannot afford representation. No one faces the courts alone.
14
Human Renewable Energy
The organized, collective power of the middle class and labor force channeled through a national voluntary Sovereign Wealth Fund B.O.N.D. program.
15
Access to More Income
Creates multiple income channels through SEZ network participation, B.O.N.D. distributions, and Sovereign Wealth Fund returns — income beyond wages.
16
Business / Consumer Tariff Support
B.O.N.D. program overrides tariffs through collective group economic action. FCRECDC absorbs the tariff and converts it into Sovereign Wealth Fund contributions.
The step-by-step program is your path to all 16 projects.

Walk Steps 1 through 13. These 16 projects are what you are building toward.
